An Agenda For Change

Ending violence against women requires strategies coordinated among many sectors of society and at community and national levels. In some countries reproductive health programs have taken the lead in addressing violence against women (see side-bar Reproductive Health Programs in the Lead). But efforts must go far beyond the health sector alone. An agenda for change must include: empowering women and girls; raising the costs to abusers; providing for the needs of victims; coordinating institutional and individual responses; involving youth; reaching out to men; and changing community norms.
